you know, some of these i mean, yes, we've heard donald trump complained about the commission on presidential lawmakers who have been going debates. up there, apparently in the >> that's been going on for some time. but here this from running for vice president. the biden camp i think it's >> is this any way to pick a very interesting. i also have running mate was what, what's to say, we're kind of running been your reaction to seeing all of that? would you stand out of time, but and i don't mean to give you a multi-faceted question. behind donald trump at the >> rfk jr. he's not gonna be courthouse like some of these other folks? the republican party are doing the answer is participating despite the fact that a lot of these states, no. he's pulling quite well, but he's not an expect that to be >> i certainly as a lawyer and one of the controversy here, as a former prosecutor, loved but both the biden campaign in the trump campaign certainly want a one-on-one debate and it being in the courtroom, i would was always an open question. like to see it as a moment in >> if rfk jr. would meet the history but it's not threshold of the commission on appropriate for national, political candidates to be presidential debates third-party candidates generally don't, with the exception of ross perot. but there in the courtroom. the the bottom line here is this judge she should be concerned first president dental debate about that. the jury knows in june. you know that trump what's going on in the will be calling for more, perhaps rfk jr. will be as courtroom there, and it could well. so this is the beginning have an influence on the jury. getting of it. we'll see when but the second thing is if the september 1 is. if they all they're just there as a friend agree to that, maybe there'll be an arcade junior cornell certainly you understand that. west or jill stein debate sort but if if the motivation is to of emblematic of the 2016 set the stage to challenge the verdict, if it is a guilty campaign when you had the big verdict then that is a greater table and the little table for concern. and i think that's what's happening. you're sure. >> yeah. we'll see. and as jeff was saying, very important

7:18 am
let's bring in our senior international correspondent, fred pleitgen, who has been watching all of this for from berlin. fred, how is ukraine doing against the russians? these headlines are not encouraging now they certainly aren't. and i think right now it's extremely difficult for the ukrainians pretty much on all areas of the frontline, jim, both in the south east, but especially in that new frontline that you were just talking about in the northeast of the country with the russians launching that i wouldn't necessarily call it a surprise attack, but certainly when that came a lot earlier than the ukrainians would have thought they did see a russian military build-up happening. now the ukrainians are acknowledging that they've had to withdraw from some positions. there's one that town near the border that right now seems to be under full on russian assault called vovchansk, where there are a lot of people were being evacuated from there and the ukrainians are saying that the russians are managing to take up positions in that area. so in on the whole, on that part of that new frontline, very difficult right now for the ukrainians as they're really out out numbered and outgunned
7:19 am
by the russians to a large extent. and of course that's also something that overshadows all of those meetings. the secretary of state is having their inke of in ukraine first with ukrainian president them with the foreign minister. and you're absolutely right. he did pledge a significant amount of new us aid and $2 in military financing. he said that happens on several levels, but he also says that there is a big sense of urgency. let's listen in ukraine is facing this renewed brutal russian onslaught and we see again senseless rights and civilians, residential buildings were rushing ammunition armored vehicles, missiles, air defenses, rushing them to get to the frontlines to protect soldiers to protect civilians, and on air defenses is so there you see him as saying that they are rushing all of those things to the frontlines. of course, the us acknowledging that there has been a bottleneck due to
7:20 am
the delays in that financing getting through congress, jen yeah, it's it's unclear at this point what consequences there will be from that holed up in military aid will have to see how this plays out. fred pleitgen in berlin for us. thank you, fred discuss now let's talk to a major general, james spider marks is a cnn military analysts, retired from the us army. general marks. your sense of it right now does it say potential turning point in the war with russia for ukraine? are we just looking at some bad headlines here? what's your sense of it well, i wouldn't describe it as bad headlines gym, but clearly it's a tactical turning point. >> in other words, the narrative we're going to see over the course the next couple of weeks and months, i would suggest is russia will have some tactical victories but they won't be at, let's keep it in context. they won't be able to tie these tactical victories together to truly dislodge the ukrainian forces enforce them back so much that it opens up avenues up to kyiv.
7:21 am
that's what this is all about. >> that's kinda number one that we're seeing. >> now with the strategic lever level, what putin has indicated as he wants to create a buffer zone and he has essentially that buffer zone right now on the donbass down of crimea. yeah, but that's why he he's focused in on kharkiv right now. now what that tells you is, from my perspective, if he satisfied with that, if he achieves that, is that now an opening to something that might lead to some type of a ceasefire or an agreement. in other words, i think putin understands he's not gonna be able, they don't have the capacity. the russians don't have have the capacity to get the kyiv, the ukrainians have the capacity to hold. so this is what we're looking at right now. where do we go from this point? is that operational victory possible? i don't think it is in the near term. >> and zelenskyy canceling these meetings with foreign leaders ukrainians, making a deal out of it. what do you take from that? >> no, never a good idea at the strategic level to say that you're distracted. in other

her budget reminder made a better case smarter, judge juan by morning. got it. got it. boss. >> daughter, you've got this. >> i'm sara marie and washington. and this is cnn all right. >> breaking news into cnn. president biden has accepted cnn's invitation for debate. i want to go straight out to the white house. cnn's arlette saenz arlette. this has been a pretty fast breaking developments this morning on the debate front. what can you tell us yeah, gem president biden just moments ago, tweet it a posted on social media that he has accepted one invitation for a debate and that is from cnn, the president posted, i've received an accepted petition from cnn for a debate on june 27th, over to you, donald, as you said, anywhere anytime any place. >> so just to recap the biden campaign has proposed holding two debates between the two
7:28 am
men, one in late june and another in early september, forgoing the traditional debates from the commission on presidential debates, former president donald trump has responded that he would agree to, to, to debates a one been and june and one in september. so now the ball will be in trump's court to decide whether they will accept this invitation as well. from cnn for a debate on june at 27. now, the biden campaign has said that they want to see these debates just be one-on-one debates that sensually, it's excluding a potential third party candidate. they also are organizing these debates directly with broadcast networks, cutting out the commission on presidential debates, which was set to begin. these face-offs in mid september and hold three of them over the course of several weeks in the fall. now, there are still a number of details that need to be he worked out, for instance, trump did a radio show interview a little while ago where he said he would like to see these debates be two hours. he believes there needs to be podiums involved. the biden campaign has also laid
7:29 am
out very specific details about what they want to see. they want this to be in studio with a moderator and the candidates eliminate getting some of the distractions and potential interactions that come from an audience. the biden campaign has also called for mics two only beyond when the candidate is set to speak potentially some potentially eliminating some of that intense back-and-forth that we saw at that very first debate between biden and trump in 2020. so we will see what the trump campaign might have to say about biden's de and he's accepted this invitation for a debate on june 27th, a hosted by cnn. of course, we're still waiting to hear more details about what exactly that will entail, but it shows that both of these candidates are eager to begin this debating process. much earlier than is typical, as there heading towards that face off in november yeah. >> and arlette, my any of this have something to do with the fact that democrats have been a little nervous about the president's poll numbers. and
7:30 am
as we saw during the state of the union speech the president delivered a performance that really jazzed up the base of the democratic party. is this sort of what the party, democratic and insiders, operatives, is this what they want to see sort of president coming out of fighting in a fighting spirit, wanted to take on the form president well, the biden campaign certainly has felkel so that these debates with trump in the past have worked in their favor. i was on hand for both of those debates that took place between biden and trump back in 2020 and advisors around that time really felt that it was a venue that highlighted some of biden's are best characteristics in reasonings for why he should be president. so this could be an opportunity for him to go face-to-face address some of these issues that they believe are important to voters. things like abortion rights, things like issues relating to democracy and really what they are trying to do is create the he's scenarios where they can present a very, the
7:31 am
split-screen with the former president as they continue to try to warn the he poses a direct to american democracy. direct threat to american democracy and americans freedoms yeah, and our lead, i'm just looking at some new reporting coming in from our kristen holmes and mj lee saying that the president's announcement comes after informal conversations between the biden and trump campaigns about debates in recent weeks things that largely focused on a mutual disdain for the commission on presidential debates and potential scenarios to work around the commission. >> this is according to three sources, familiar with these discussions. so it sounds as though we know that former president donald trump, he's air at his a grievances and his problems with the commission in the past. i mean, this has come up several times before and i remember being at those debates, i was out there with your lead at a number of those back in 2020, he is no fan of the presidential debate commission interesting that we're hearing the same are sort of the same from president biden and his can yeah, it is. and there is a very detailed letter where jen o'malley,
7:32 am
dillon, the biden campaign chair, detail to the presidential commission, exact the commission on presidential debates exactly why the biden campaign would not participate to paint in the debates that they had set forth. >> one of the arguments is that they think that voters need to hear from both candidates much earlier in the process. some of those debates that had been scheduled by the commission were set to take place when early voting has already started in the fall, but then also in that letter, o'malley dillon talks about the fact that some of these the debates turned into entertainment, a spectacles with jeering and end. moments where the crowd would applaud are interject. and so they're hoping that they might be able to narrow this down to just having the two candidates face off in front of a moderator hoping that they can get into the issues that will be debated. now, i think one thing that's also interesting to point out is that the biden campaign has proposed that these debates should be hosted by a broadcast organization, one that hosted a
7:33 am
gop primary debate back in 2016, and another that also had hosted a debate between in the democratic primary in 2020. so ensuring trying to basically make this argument that these broadcast organizations should not be up for debate with the candidates if they once had a debate with them in the past. so we will see that's a much more narrow list than is typical. so we will see how exactly that turns out, but it's clear from biden's campaign this morning, is that so far they have accepted an invitation from cnn for a june 27th debate. now, the ball is in trump's court and we'll see what the campaign has to stay yeah. >> you and i both remember that was a pretty feisty debate between donald trump and joe biden who can forget that moment when trump said stand back and standby and chris wallace and joe biden were in there kind of talking to the president at that time to see whether or not he would tell folks like the proud boys to not do what they've been doing out there jeff zeleny is with
7:34 am
us right now. jeff, i want to go to you and ask you about this because it's all breaking. in the last several minutes what do you make of this the president and putting out there on social media that he's accepted this debate invitation from cnn throwing down the gauntlet, issuing this challenge, donald trump i mean, this is moving pretty fast. what do you think? >> it certainly is? i mean, clearly the biden campaign is trying to gain the upper hand here and control this conversation over the debates and control when and aware and who will host the debate? hey, it's, i mean, it's something that has been as are let was just reporting they're really going on behind the scenes for quite some time. it was a couple of months ago when the biden campaign and advisers realized that yes, they had to debate. this was not going to be an option. they knew they would have to debate in the fall campaign. so the question of they certainly wanted to do it on there terms. so having a debate on june 27th, if the trump campaign agrees to that,
7:35 am
would be the earliest presidential debate on record now of course, there have not been debates for all that long going back to 1960 on television, we should point out so this of course would be the earliest, but look how we vote has changed dramatically in this country with early voting, et cetera. but it sounds the former president is on talk e,hn is saying they will do a debate june, which it appears to be june 27th, if the trump campaign agrees to that and they would do on in september having one interesting thing to vice presidential debate, at least the biden campaign's proposal is for the end of july just let us right after the republican convention so that is certainly interesting in the sense that the nominee for that position may only be aware of that for a few weeks depending on when the former president to
7:36 am
make his running mate choice. so many, many interesting developments but this certainly is one of the biggest developments of this rematch that we've seen in several weeks with the biden campaign is trying to take charge of this conversation absolutely. >> no question about, i mean, the other thing, jeff and you and i talked about this earlier is that having these debates come before the nominating conventions, i mean, theoretically speaking, the june debate would come before both joe biden and donald trump are the official nominees of their parties. i mean, that i mean, that is certainly a change remarkably unusual. and look, it also almost flies in the face of, let's just play this out. it a lot of things could happen in the month of june the conviction or acquittal. we do not know what the jury is going to do, but clearly, the biden campaign wants to have this debate right? in the aftermath of this trial. but to the former president, he has been leading the charge saying, anytime any
7:37 am
place he travels around to every rally he has and he's not add that many, but a few with a podium saying anytime any place. so the biden campaign is calling them on that. but the timing absolutely is a chain you wonder how many people will be actually focused and tuning into this presidential race in late june. it's summertime, a busy time, but clearly the biden campaign is eager to have this sidebar aside matchup here to ultimately make the case that they believe that they benefit from making this a referendum on donald trump, not on the biden policies here. so a lot of strategy at play here, but the bottom line, it looks like there will be debates and they will be early debates before the voting begins fascinating development also fascinating that these campaigns have been talking with one another about all of this jeff zeleny, arlette saenz, we'll continue talk about this as well. >> thank you very much. we really appreciate it. we'll speak more about all of this with democratic congressman eric swallow. he's up next

7:43 am
person who's going to bring character that's president biden, and one person who's going to bring corruption. you've got one person that's going to bring competence that's president biden, and you've got one person that's going to bring chaos. and that's present then trump's. so let's do it in june. let's do it in september. and president biden is going to do great. we saw him at the state of the union. we've seen him in prior debates we've gotten nothing to be afraid of we do. have a clip from one of the debates back in 2020. this was a very memorable moment. you will remember this congressman between donald trump, who was present at that time, joe biden, who was the challenger and our chris wallace was moderating that debate it and the subject of the proud boys came up to far-right, a hate group. let's watch that talk about on the other side i'm willing to do anything i want to see people do it, sir do it do you want to call him? what do you want to call them? give me a name. give me the price. just like me to condemn proud assess, and write proudly.

>> stand back and standby, but i'll tell you what. i'll tell you what somebody's got to do something about antifa and the left because this is not a right-wing problem, is 11 see these debates are going this early i mean, obviously that was a huge moment in those debates you're sensitive yeah. >> i mean, again, the president needs to draw the contrast that he's leading a jobs presidency. >> and contrast is somebody who saw more jobs lost on there. >> as president. >> in recent history that he's stitching the world alliances back together as donald trump would dramatically rip them apart. and again, character. sure. you may not like that. joe biden is 81 years old, but there's a number that's a little bit higher than that. and that's the nearly 90 felony counts that donald trump faces and four different jurisdictions. so we have to show that contrast. we have to hammer it and just stay on offense so don't don't let
7:45 am
trump take us on our heels. stay on offense. we win the debate, we win the election and do you think this reflects some some concern? >> crn inside the biden camp about these latest poll numbers you saw that new york times cnn poll that came out a few days ago, that got a lot of democrats worried about how the president is doing. then you saw a lot of pushback from democratic operative saying no, no, no, the polls are all over the place. you can make too much of one pole. >> where do you fall on this? >> it sounds like from what you were saying earlier that you are worried about a little bit of complacency inside the democratic party among progressives about this cycle where are you in all this? >> yeah, i think it reflects that eagerness. eagerness to tell the story of what's happened over the last four years and to lay out the vision for how you finish the job in the next four. so i think that really reflects eagerness. i mean, if president biden that had something to hide, he wouldn't be on the sidelines trying to duck these debates. i think he's ready to bring the fight just as he did at the state of the union and i did
